How to get traffic to a new forum?

These threads are a few years old, but most of the advice still applies.

Starting up a forum with no traffic is difficult - it helps to have another part of the site that can drive traffic. You could consider forming an alliance with someone else in your space (who has high traffic) based on cross-promotion.

Get your friends in on the action, some articles on your forums topic in relevant forums etc.. a forum doesn't have 0 - 200 members over night remember.
