I just created a forum about cooking back in late april. I have made an adwords campaign, yahoo advertising campaigns, plugged the url in wherever I could find and I'm yielding no results. Absolutely no one signs up or visits. I'm wondering if I'm doing something wrong? I only have about 20 members and most of them are friends that were supposed to help me launch the site but barely post. Some folks are also getting frustrated and don't even ask about the site anymore. I am getting frustrated too.what can I do to see my member list grow?

For starters, review where your external traffic is coming from. A site without a coherent promotion strategy will languish. PPC ads are expensive, but postings on other forums and blogs in a responsible way just takes time.
