I'm trying to set my blog up so that users can create an account, submit posts, and I moderate them, but I don't have the slightest idea as to how to go about starting it, I'd like to learn how to do this myself, but I don't know what I'm looking for, so any help or guidance would be great, thanks!

I think you can do this with Wordpress, people can register and you assign them roles (contributors, authors...)

You can search for multi-user blogging platform or similar term.

If you want something free you can try the multi-user from mu.wordpress.org if you want something paid, I think typepad has something similar.

Movable type has fairly extensive author controls.

As far as I know, you don't need Wordpress MU to accomplish having several authors posting to the same blog - in the standard version, just check off the "may submit drafts for review" box in the options. I've never used that particular feature, but it sounds like what you are looking for.
