Dynamic IP Address and Search Engine

Curious if there is an issue with search engine and dynamic IP address.

Hi everyone,
Happy new year and hope all of you had a nice Christmas. I am just wondering if there is an issue between dynamic IP address and search engine or simply it is a configuration error.

I am on a ADSL and have spent considerable amount of money hosting my sites on third party servers. Recently, I stmbled on the idea that I can do it myself and went out to buy a new Dell Server. I am running Windows 2003 and install Apache. MYSQL, PHP and few others applications on the server. I sent the address to people and they are able to find the site.

I tried to submit the site to search engines and got an error saying my server returned an error and it did not specify which error.

I tried using a specific whois with the site and got a 403 error on top of their page. I called their attention to it as other whois did not return similar error and they said they were going to spider the site again. But till now I still get the same problem.

Is it an issue with the dynamic IP address or my server is not properly configured? I have 5 virtual sites on the server.

I have had similar problems using a dynamic IP. Once I hosted the sight on another server the search engines were more friendly. The search engines did list my domain (dynamic IP) but it was a much slower process.
