Forced Headers (banner like ads thing)

I've been seaching all over the internet trying to find something that will work and so far i cant find a thing.

So far ive tryed
mod_layout but my host wouldnt allow it

ive tryed passing the html/htm/php though a passthough and add a header then the rest of the file but it only worked 50% of the time.

ive tryed php_autoprepend but i get errors from php script like Nuke and phpbb about to multiply headers being sent.

Any help would be great!
