Would something like this work (for a non-mission critical) filter? I.e. doesn't have to be 100% robust just close enough...

rewriteCond %{http_host} ^*\.hu [OR]
rewriteCond %{http_host} ^*\.cz
rewriteRule ^(.*)$ http://www.mysite.com/blocked.html [R=301,L]

Yeah, that would work, but be advised that it requires a reverse-DNS lookup, and is therefore VERY slow (your server has to issue a request to the DNS system for every request made to your site). Filtering by IP addresses - even hundreds of them - would be faster.
