What is the best way to make multiple changes on a site after cache control is implemented? Is it ok to revert back to a non cache-controlled htaccess file while publishing a few times during a short period of time? I’ve heard about url fingerprinting but it seems like it would be better to revert back to a non cach-controlled htaccess file some times. Thanks for your help!

I make changes, sometimes several dozens at a time and never worried about it.

As for cacheing ... turn it off. To make sure it is clear either clear it or reboot (to null cacheing) and proceed. Turn it on when you are ready to resume.

But changing/updating/adding material to an active server should make no difference.
