gzip compression enabled with no specific configs enabled?

I'm having an issue with flash bombing out on some XML due to it being compressed. The part that's making me scratch my head is I can't see any configs in my apache server specifically enabling gzip compression. I have mod_deflate and mod_pagespeed enabled, but I don't see anything there to say gzip compression should be enabled. I have the below line in my virtualhost configs commented out:

# AddOutputFilterByType DEFLATE text/html text/plain text/xml text/javascript text/css image/svg+xml application/json


The output from server-info for mod_deflate doesn't indicate any configs are enabled too. Any suggestions?
