avoid domain account in server if not pointing

if dns is not pointing - cant not add domain

Hello,

i want to set my linux web hosting VPS server for such condition that does not allow user to create domain in cpanel untill it is pointing to our ip and DNS.

i am very much happy if he actually host the domain but if he simply want to create domain in server when it is not pointing to my server dns and ips, i want to give him dns update message in domain panel and try again.

can you please suggest.

won't that make it difficult to set up web hosting prior to migrating a live site to your server?

if user want to migrate his live site on the our server with no downtime, we would allow him to use another set of our dns with assigned ip to adda as addon dns, and then it would not be a problem, i believe.
