Apache jamming sites?

Hi all,
I come to you in utter desperation, I've used 5 people to try and resolve this problem to no avail. I would be grateful of some advice and indeed would pay anyone who can resolve this.
My client has a dedicated windows server that is running a number of web sites. One of these freezes / jams regularly. We have been through upgrading/reinstalling everything, testing mysql connections and unlimited other possibilities but it still does it.
I need somebody to come in and sort this.
If you think you can help let me know.

any other clues?

what language is it written in?
have you isolated a certain script or portion of the site that causes it or do you think it's apache?
what happens in the 'freeze up'?
does it return errors in the logs?
does the browser just load forever?
does the browser get an error of any kind?
