Not sure how I missed this before:

[tools.ietf.org...]

It's proposed to use 308 for Permanent Redirects to pair with 307 for Temporary Redirects.

The relationship with 301, 302 and 303 has several issues.

This Internet-Draft will expire on September 27, 2012.

Wouldn't you think that if it's made it as far as IANA [iana.org] ("Last Updated 2012-11-30") it would have a less temporary-looking reference?

Ah, maybe that's not the latest version of the document, or else the proposal has died already.
I didn't notice the expiry date.

Yes, that's why I was surprised to find IANA listing the code and linking to the same document. I thought they were supposed to be the final word. Wonder what they changed at the end of November? (Paradoxically: When "last updated" is today's date I get suspicious, but if it's the day before yesterday I assume it's current.)
