Cannot find HTTPD-devel package for windows

Need to install the httpd-devel package to install the mod_h264_streaming

We are experimenting with providing streaming video to mobile phones. To test some of this, I would like to install a special Apache module called mod_h264_streaming. To be able to do that, one requirement is:
Make sure you have the httpd-devel package installed to have the apxs binary
.

Tried to find it in a useable download for windows 7 32-bit but could not find it. Any idea where to download this http-devel package or any other way can get this apxs binary installed?

I am using Apache 2.4.3.

If I am not mistaken, the httpd-devel package can be built from the Apache source archive

Maybe, but I have no idea how to do that or where to start even. It should be downloadable somewhere or not?

I have had a quick look, and realistically it would be far easier for you to install linux or use a linux server.

i agree with vincevincevince.

i remember seeing prebuilt MSIs of the http-devel package once but i can't find them at the moment and they were for previous versions of apache - the archive hadn't been updated in 3-4 years.

I am running everything on windows, and have installed a testing server on one of our laptops. Apart from discussions on what is better, setting up Linux on one computer only to get this package to works seems a bit of overkill. Simpler than to test everything as far as possible on my local server, and then test the bit about mobile phones by directly uploading it to our real website.

it's more about easier than better.
