Cant bind to port

I am trying to set up apache to work on my computer, when i go to start it says failed to bind to port in a popup box, this is what i have add

ServerName 80.19x.16x.9x
Listen 80.19x.16x.9x:80

can anyone help?

No one willing to help?, i just want it so i can visit [ip...] and not just [127.0.0.1,...] there is no other app using port 80 as well :/
