.htaccess not working on MS server 2003 w/ ap apache

Our .htaccess file is not password protecting like it should. I'm fairly new to apache and web servers. In the past it has been as simple as adding a line of code that disables access to anyone and everyone.
Basically what I have is a server that is running apache but I don't want it to be available on the web to anyone or anything. What needs to be in the .htaccess file to do this.
