100% cpu usage in cpanel

Hi, I have a problem with my host since 1 1/2day,
went into cpanel saw my cpu usage was a red bar saying 100%. So I shut down my chatprogram and the cpu went down to 0%, speaking with the host he said it was problem with the chatprogram which I thought was strange, anyway I removed the application and installed it again from cpanel (was an older version as they seem to changed) same problem, I removed the application, installed the last version from a third party website that installs application, and just the same, every time I entered the chat the bar was 100%.
After many emails we discoverd that all pages on my web at the moment you opens them (loading) I get the 100% cpu usage bar, so it was not the chat, only that the chat keeps refreshing so the cpu stayed at 100%.
So the problem is that every time somebody opens a page or use my searcherbox the cpu goes up to 100%,
then goes down to 0% after the page loaded.
I did a test with a normal html page that dont have any php include or anything strange, and the cpu went up to 30% when I clicked on the page then went down to 0, there where no visitors on my site as it was during the night, and 30% one normal page one visitor is just incredible.
My host nicely told me to contact a webdesigner/programer to look at my code wich has not changed, only done some updates on some pages, but not on all.....and all have the same problem.
I told him not that nicely that I am a programer and my code is perfect etc.

Anybody has a clue where the bug can bee on the servers side?

Been doing a research and it does have something to do,
taking away this line on a page that is the link to the chatprogram <script type="text/javascript" src="/chat/livehelp_js.php?eo=1&amp;relative=Y&amp;department=2&amp;serversession=1&amp;pingtimes=15"></script> Just after I entered the page, when I refresh cpanel I get 40%/100% cpu usage instead, and with the link to the chat I get 100% cpu usage, however just some seconds, then it goes down to 0%,
isnt 40% still much?
When I enter my resource pages, it says it have had restrictions in the past day and half, please help
