help with httpd.conf and URL variables

Google Webmaster is reporting that our site has lots of URLs with duplicate title tags and duplicate meta descriptions. It seems the problem is that we have old URLs with caps and new URLs in lowercase.

For instance, Google is showing that the following URLs have duplicate title and meta tags

www.ourdomain.com/used+auto+parts/Make/model
www.ourdomain.com/used+auto+parts/make/model

Is there a way to configure httpd.conf so that ../Make/model 301s to ../make/model?

I'd be willing to pay a consultant for help.
