Are Admin rights required ? (Apache and weblogic)

Hi all,
I have a received a request for approving admin access on Servers since my users want to carry out the following activities on their webservers. (Apache and Weblogic)

1. Start Stop Services of Middleware.
2. Apache Stop Start
3. Troubleshooting if Weblogic goes down, Configuration change
4. Deployment, Re-Deployment
5. Jar file copying.


I am not very open to granting server level admin access to users other than the administrator team.

Can a non admin account specifically created for Apache or weblogic fulfill these actions ?
What additional rights and privileges do I need to grant the non admin users to do these activities ?
Please specify for webservers on windows as well as unix

please please respond ASAP... its an urgent requirement

Nope - you are pretty much going to need root to start stop apache on any modern website. There are ways to fake it by making a apache one of the standard user groups, but I think you will run into access problems with software that is going to want apache to be it's own group.
