RewriteRule ^Anything$ http-//www.youtube.com/user/ChannelName&p/u [L,R=301]

redirects to

http-//www.youtube.com/user/ChannelName%23p/u

instead of

http-//www.youtube.com/user/ChannelName&p/u

How do you redirect to a URL with an & in it?

As far as I know, the & is only valid as a query string delimiter and must be encoded if it appears anywhere else within a URL. That's in the HTTP specifications.
