Intermittent 403 error in Mozilla, not IE

Can't for the life of me figure it out!

I'm getting an intermittent 403 error when accessing random (any) pages of my site via Mozilla browsers. It does not seem to affect IE. The site runs via a PHP script - it seems to occur when you try to hit several pages quickly in a row - like the PHP script not writing the page quickly enough or mis-writing it somehow, or the server running too slowly to call the page properly. When I don't get the 403 error, the CSS file will sometimes not be accessed properly and the page will look wrong.

It only happens maybe 5% or 10% of the time. The rest of the time, pages load fine. If you wait for 10 seconds after getting a 403 error and refresh, the page will load fine.
