Switching Host- Advice needed for the right kind of server

hi everyone,
done a lot of reading on the archieved threads. i am in the process of switching my host since they do not allow me to modify .htaccess file while on shared server nor access to php.ini. They want me to go for a VPS plan to do that. Do other shared hosting providers offer access to these files and other such files required by webmasters? i am having a tough time installing drupal with them. I am confused as to what i should opt for at the new host. should i go for a shared or VPS? my site has low traffic 30 uniques per day. but i dont want to get caught in this trouble of not being able to access files when i need to. what sort of control access differences are there between shared and VPS......plz advice me what to go for, a VPS with Cpanel or shared hosting at a good provider?

quick add: i also need different ips for different domains.......does google will still be able to identify that the same person owns the two websites?

Shared hosting never gives php.ini access, as far as I have ever seen.

Shared hosting usually gives .htaccess access, and some PHP stuff can be directed from within there.

do i need access to php.ini for drupal installation?

In a word, no ;)

The overwhelming majority of Apache hosting servers will let you install scripts like Drupal - you need PHP, mySQL and preferably, access to .htaccess.
