problems with htaccess and htpasswd but only 1 pc ?

This is more of a general question about using Apache password protection. Yesterday I was uploading my website to a server. Im using an htaccess and htpasswd to provide password protection. Locally on my pc, things work fine. On the host, the path is slightly different, so I adjust the path to the htpasswd file within the htaccess file. Ok, no problem right ?

Well, when I request the url, i correctly get prompted for the password, but it behaves as though it was wrong, because the prompt comes up again. At first I thought I had messed up and entered the password wrong. After pasting in the password again from my local copy, it still asked me again. After a few iterations of this my website became unresponsive.

Today, from another location, I tried my website and the password prompt is working as expected. The prompt comes up, I enter the username & password and I get in, no problems.

Maybe something is being cached on my pc at home that is causing the password prompt to fail or be ignored ?

Also, last night I contacted my host and after looking things over, they figured out that my client IP was being blocked. Well, thats just great! So, after removing that block, I tried again. The password prompt comes up and - smae thing, it doesnt work, it keeps asking as if the password is wrong. After a few times like this, the site goes unresponsive again. However, as I said earlier, this morning from another location, the site comes up fine. Perhaps its my ISP causing this trouble ?

Also, while testing a combination of htaccess and htpasswd, what controls how many attempts apache will allow before returning a 401 error ? Then what ? Is my browser banished for some length of time ? How can I reset it and try again ?
