Redirect any % (spaces) to +

I used + to signify spaces in some of my URL structure.
I recently came across a well-known bot spidering a legit URL, only with the + transformed to %

Is there a way, via htaccess or PHP to simply replace any % with + and throw issue a 301 response?

What would make this bot interpret the + in my URLS if everything is linked on my website? (This is not a case of a user posting the URL somewhere)

I don't understand that last question, and it's unusual for a "+" to be translated to "just" a "%" character. Are you sure the "+" characters are not being translated to "%2B"?

I'm not sure.. I just went to the URL that this bot was looking at, and that's what showed.
