Promlem with link that contain Letters as "ŕ"

Hi to all :)

I have upload a Cd (give me from client) that contains 200 pages with navigation bar and link..

The problem is that more link is bad as "
www.example.com/Ex am ple/O Ne/č ŕ/Me.htm

Client don't have budget for correct all pages and structure, the big problem is with letter as "ŕ č .." because is not correctly translate

the link .."/tecnológico/" give error 404

Can I, with apache, translate it in "/tecnol%F3gico/"
