Wordpress in folder written to root

I have posted a few questions in this forum, and I"m happy to have the problems I had resolved. I just have another question in my search for the best rankings I can with my blog.

I have a Wordpress installation in the folder wesg.ca/blog and would like to have that changed to wesg.ca/. This is because I have an index page in the root, which I may end up eventually using for a different purpose.

How might I go about doing this with .htaccess and rewrite rules or am I further ahead just leaving it alone with a redirect?

I have found a solution on the wordpress site, [codex.wordpress.org...] and now I'm wondering how I can get apache to display permanent redirects when anything with wesg.ca/blog/ is displayed. If I do decide to move to this strategy, I want Google to update its index.
