How to convert dynamic url to static url by mod rewrite

My question is:
Could the dynamic url convert to static url by mod rewrite?

e.g
http://www.example.com/index.php?title=web programming&tid=234&pid=44&page=1

Could I make it to be like below:
http://www.example.com/index/web-programming/234/44/1.html
