Is there a way to automatically add the trailing "/" to all urls

Is there a way to automatically add the "/" to all urls.
So if some one goes to a url with out the slash it will automatically add the slash.

I made a mistake and linked to one of my pages without using the slash at the end now google has two listings one with the slash and one without. Now the page has dropped from number 2 position on page one to page six.

Ive tried to 301 redirect the other page but it gives an error that the page isnt redirecting properly
