Apache running but not loading webiste

Apache is no longer running after installing isa 2004

Hello,
here is the situation that happened with me yesterday..

My cable operator came to my home and I was not present at home, he removed the ISA 2000 client and installed 2004.. I already faced problems with ISA 2004 client.. its not allowing me to run apache client.. I have joined domain using stored user names and passwords..

The most worst situation is now when I uninstall isa 2004 client and reinstall the older version its no longer working.. this version will not work until I reinstall fresh copy of windows.. (I would prefer to die..than installing fresh copy of window)

I have checked I can use IIS i.e [localhost...] it works but when I use [localhost:8088...] or I change apache port to 80 and try to run it in browser it keeps loading and nothing... display.. even I quit the firewall client still loading.. when I uninstall firewall client it works fine..

I asked my cable operator he said you have no restriction...

I know this is the boring story but I need solution.. I am PHP developer and if it does not work I wouldn't earn..

I found this when I used this command in dos prompt c:> netstat -a

Proto Local Address Foreign Address State
TCP server-3552:8088 server-3552:0 LISTENING

i have disabled windows firewall but still no luck
