what shuld be the ethical process

Hello Friends,
I have question about redirection.
Suppose I have a site,URL is www.mysite.com/en/index.html and inter page's URLs are www.mysite.com/en/pagename.html.
Now I want to redirect the site.The home page URL will be www.mysite.com/index.html and internal pages will be www.mysite.com/pagename.html.
What should be the ethical process and what code should I use.
Actually I am totally confused about this.Please guide me.

I'm not sure that ethics comes into it.

the most effective way of doing it would be to use 301 redirects from the old folders to the new - from www.mysite.com/en/ to www.mysite.com/

Avoid changing much else until the new set up has been thoroughly assimilated by the SEs, though adding new content should be fine.

I'd also get in the habit of using mysite.com/ rather than mysite.com/index.htm - and make sure all internal and incoming links do the same.
