HTTP Error 403 - Forbidden

Hi i am new to installing Apache on winXP SP2 for offline purposes in building and testing websites. I am seeking to see the magic words "It Works" but to no avail, instead I get the error message below. I know it has something to with user chmod or incorrect user name permissions i am not sure where to start. Any assistance would be appreciated. Thanks in advance.
