Default CHMOD and no .htaccess

We take care of sites hosted with few companies. With most of them I see CHMOD 644 for HTML files which looks right.

With one other though, I see 775 and 664 for HTML files within same site!?

I would expect that:

1. all HTML files are with same CHMOD settings even if they are wrong
2. write only would be for Groups and Other (644)

Oh, BTW, they don't allow you to upload .htaccess either which will make this site be transferred regardless of CHMOD outcome.

I am sure people would appreciate to hear some thoughts about hosts with such CHMOD settings and no .htaccess upload.

This is with Yahoo hosting. Has anyone experienced similar with any other host?
