Forbidden You don't have permission to .?

Hi I'm getting the following access message

Forbidden
You don't have permission to access /mailers/images/stationery/logo.gif on this server.

--------------------------------------------------------------------------------

Apache/1.3.37 Server at www.example.com Port 80

I can go http://www.example.com/mailers/images/stationery then click on the logo.gif and it displays however i can't go to the direct URL. All permissions to this folder and sub folders are 777. The only thing i can think of is my webhost has disallowed hotlink protection? How can i enable for this folder only - if that is infact the issue i have?

RewriteEngine off in .htaccess file within the folder in question.
