a strange problem about the apache or php

I have developed a website based on the apache 2.0.59, php 4.4.4, mysql 5.0. on the website we use the module rewrite function

but i have met a strange problem.
1\ the website is not stable that about half of the visits cannot open the page. we have check the internet access and make sure it's ok.
2\ when the visit cannot open the page, sometime he can not open any php files, but he may open the page html that not use the module rewrite rule
3\ after he visited the html page he can visit the page use the module rewrite and it will be ok.

it's very strange and i think i may config the mod-rewrite wrong or anything i did wrong.

does there anyone met the situation like that? and how to solve the problem?

1. Are you running dedicated server?
2. Does other domains/sites (if you have) run smooth for all the time?
3. Check apache error logs.
