Need help to redirect old non .html links

I've been trying use my .htaccess file to redirect my old urls but havent been able to figure it out.

Google has a ton of these Not Found URL's like this one that I need to point to my new sites main page.

For example:
http://www.example.com/cgi-bin/HFAstore.pl?user_action=detail&catalogno=HS-009

http://www.example.com/cgi-bin/HFAstore.pl?user_action=detail&catalogno=TM-001

I no longer have a cgi-bin directory so I haven been trying to get any links that point to /cgi-bin* to link below:

http://www.example.com

If anyone can offer some suggestions or what I should have in my htaccess I would be very grateful!

Please post some of your trial code, so that we have a basis for discussion.
