It Worked! The Apache Web Server is Installed on this Web Site!
If you can see this page, then the people who own this domain have just installed the Apache Web server software successfully. They now have to add content to this directory and replace this placeholder page, or else point the server at their real content.

I'd check a few things first:
1) does the domain have the same IP address? make sure DNS is fine. in a dos shell, run
nslookup www.example.com (www.example.com being your site of course)
2) are you using the same domain? www.example.com vs. example.com? It can make a difference.
3) What do you see @ home and what do you see @ gov't computer? Is the default Apache text showing up on the gov't computer? I'd expect the site to now show up at all or an error page show up if it was a result of a gov't net filter.
