It's on my own unix server (pure-ftpd) and I'm not sure what to do.
The pure-ftpd.conf file look fine to me:
ProhibitDotFilesWrite no
ProhibitDotFilesRead no

I have tried to rename without the dot and upload and then rename back to .htaccess, but I'm still getting the error.

Any suggestions?

You could try uploading it under a different (non-dotted) name, and then renaming it on the server once it's uploaded.

Was your pure-ftpd.conf originally set up to disallow dot uploads. If not, and if you recently modified it, did you restart pure ftp after doing so?

That's all I can think of...

I have tried uploading as htaccess (without dot) but when I rename back to .htaccess I am getting the same error.

I'm not sure how pure-ftpd was installed. I just got the server and this was how it was. I have tried restarting pure-ftp and rebooting and am still not able to upload the file...
