using htaccess to limit ftp privileges?

Is it possible to use an htaccess file to limit ftp privileges to a single directory on a large server?

I'm in a scenario where an organizationally unrelated web page is about to be put on my organization's server by decree of my boss. This is a page who has their own people doing the updating and thus need to have ftp access to it.

But the boss doesn't want to give them ftp access to the full server, only to the directory where their web page will reside.

Is this possible to do with an htaccess file or am I barking up the wrong tree here? How would I be able to accomplish this?

By definition, .htaccess is used for http access control.

You'll probably need to look into setting up Unix user and group priveleges in a formal way.
