Problem with Apache and MS Outlook

I installed Apache (one of the latest versions) with an O.S. Windows XP Professional and I have to click an executable file named "mysql-opt" every time I restart my computer in order to use it.
The problem is that when I execute it, it changes POP3 Server address in my e-mail account in MS Outlook Express (it changes from "popmail.tiscali.it" to "localhost").
Does anybody know how to solve my problem?
How can I use IIS instead of Apache running PHP code?

Sorry you haven't got an answer to this question - It's a little broad for the Apache forum, and might do better over in Website Technology, since mysql and php are involved. But let's give it a bump up the active list and see what happens.
