how to redirect if user exceeds usage limit

Hi, i am just wondering, how do I redirect a user to, say a page saying "You've exceeded today's usage" if one IP transferred someting like 100 mb on the day? The user should be able to access the site again on the next day. thank you.

Try Apache::Throttle (or something like that...)
