It is about a year or so that our site is listed in msn, and msn was the leading in bringing traffic to our site. I cant recall ever listed our site to msn, it was just there after a short preiod that we luanch our site.
One month ago I notice that our statistic (2000 a day) dramaticaly fall to 1,300 a day. and saw that no more entries from msn.
I have no idea what is the reason. does anyone know.
I cant find any place to submit the site again to msn withour payment. Is there a new policy? do you know something? can you advise?

You are not alone. I have seen a couple of threads on this subject here recently, although this [webmasterworld.com] is the only one I could find. I lost one site in MSN myself - with no good explanation for it. So, the answer was to pay a $39 fee to get it back in quickly, which I did. :(

Also, their db is very unstable sometimes, as I've been able to search for something in Inktomi then hit 'f5' for refresh, and get a totally different, (off topic) set of results. *if* there was a bit more cohesion to their workings, I could give a better answer, but I'm afraid jdMorgan has it right - if you want stability in MSN, the only choice is to start paying some $$$ :)
On the other hand, educating people away from them -> long term, might save you some $$$ as well...if we could get people to NOT use them, then there would be no need to pay.
Actually I don't see any need to pay. Ink gets to my pages for free in a reasonably short amount of time. Happily I never lost any pages either, at least not that I'd noticed.
Apart from that we have another well known SE which currently seems to "loose" peoples most important pages on pretty regular basis :)
Generally absolut stability in indexes of 2+ Bill size is probably a lot to ask for technically. And after all it's questionable if this is really an important aim for the SEs.
Become part of that, and you are there - without spending dime #1.

So how are the chances anybody with a reasonably well linked site is forced to pay to get in there?
And so I thought, too. Until this fairly-well-linked 3-year-old site got dropped. Previously, it was getting updated fairly often in the Ink listings - sometimes once a week - for minor seasonal/monthly/weekly updates to the site. Then, it disappeared. Because of MSN traffic, the site owner didn't have the luxury of waiting around for a freebie re-index. Every day he was out, he was losing ~20% of his usual traffic.
Some technical problem at the "font of all free listings" or at Ink must have caused the problem, but there was no time to waste on pinning down the exact cause. The PFI fee was a no-brainer in this case, but now I worry whether he'll have to pay again next year or get dropped. Yet another account issue to manage...
In another thread that I can't seem to find (yet or anymore), someone theorized that this might be a way to boost PFI subscriptions. I'm not a conspiracy buff, but it might bear watching to see if any trend devlops over time.

I was actually quoted as saying something similar to that, about two years ago on another website. :)
There is also the 'refresh glitch' which will happen - and the fact that MSN applies their own filter to the INK SERP. So, for one reason or another, it could be that MSN 'filtered' for whatever reason, the site you are referring to.

I am reading your messages and not sure I undererstand.
Our site has a loss of 700 entries a day, and my checkings found out that we were kicked out from msn, which was number one in brining visitors to our site.
Should I "blame" Overture or msn
What do I have to do to be back in msn>?

we never paid for any of this search engines... We was just there...
And as far as I know we were listed on the three of them.
You know, something really strange. On last friday I saw on my monitor (HumanClick) that Inktomi robot is on the site. and I realy hoped we will be back. but no.
