A non-commercial site can get into the Looksmart results via Zeal. For a commercial site, Overture is quickest (PPC) but that's technically paying for advertising.

For search terms that aren't competitive and have very few or no Looksmart results showing, another way in is with Inktomi's PFI (pay for inclusion) program that's by a yearly fee per page and includes 48 hour spidering and inclusion. The Inktomi listings come after all the paid at MSN.
