Gigablast is up and running again and accepting new additons to the index thru the "add url"

It doesn't seem like it's working to me. Every time I try, I get an error message saying 100 URLs have already been submitted from my IP address. I tried from 2 different IPs that are under my control and normally have no outgoing browser connections.
