I am interesting to develop a VSE. Any idea(s) how and where to start. What kind of technical expertise one should have?

If you don't have all the necessary expertise, it would probably be better to buy it in rather than learning as you go. Building any kind of search engine involves web, database, site acquisition and marketing expertise. The first question you've got to answer before you do anything is: how will this make money?
Either the VSE will make money or you will end up funding it. Have you thought about this part first? Without knowing what skillsets are available, it would be tricky to suggest any path.
