How to build meta search engine

Specially for the last post.

If metasearches are sooo-bad cause they're violating TOS, how they don't get banned since they're clearly public?
How each other week appears just another metasearch engine?
I'm seriously asking this, because I'm in the middle of doing one :(

While clearly Google states it don't allow Metasearch on their SE, I can't find nothing prohibited in MSN or Yahoo TOS.

Do you think these guys [ez2find.com...] are legally metasearching google, i.e. paying for it.?
