I was not sure, but it could be. It also looks like LookSmart's Db in playing a role.

I suppose the $199 to be listed in looksmart's db is worth it huh!

Do we have any idea on how many others use LookSmart's db and how they use it?

Seems like the war is between looksmart and goto...

Over 100 ISPs and portals tap LookSmart. For instance, they recently showed up on my Prodigy home page.

The "LookSmart effect" is not straightforward to track, but they do have a very wide reach. My clients who paid for a listing their are very satisfied.

When LookSmart says: "Your site must be quick to load".. Anyone know how they're defining "quick"? Page size, what modem speed?

Check out other sites listed in the category you want to be listed in and compare... there are online load-time checking services that will visit any URL you specify and tell you what the load times would be at various connection speeds and what the overall page size is. Search Google for "load time check" or "load time evaluation"
