The site is actually owned by a company, but offers no commercial services.
Some Chinese affiliate sites say nothing about legal stuff whatsoever but I don't know how credible the info is, and also because in China I'd be a foreign investment I want to be extra careful.
Anyone (non-Chinese) actually made a web site directed towards Chinese market? Any tips, guides, suggestions, etc.?
And if you know any credible affiliate programs, please let me know.

Unfortunately I don't know about Chinese market more than anyone, who didn't operate there, is supposed to know. But if you don't mind my comment on the topic, I'd say that your question's mainly touching on legal aspect of the case, therefore, one who's not conversant with this (the majority of the forum's posters, I suppose) shall not likely give you a competent advice. The more so, those who operated there might have a different kind of business there. Thus, apparently you can't expect some relevant, and what is most important, competent replies. What you are supposed to do is either to consult with a lawyer or at least, make a legal research on the point independently.
My personal look at what you wrote in the post is that while you'll have partnership relations abroad only, it's not likely supposed to be considered as foreign investment but just as foreign economic activity.
Again, you need a competent advice or a relevant research.
