Where does google get "related searches" data?

When using Google's keyword planner, how do they determine relevant keywords for those keywords that aren't at least broad match kws (i.e. they seem completely unrelated)?

It might be based on what people are searching. I mean, Google tracks what people are searching at its search engine, and how people are refining their search, etc, ... so they are certainly able to associate searches and link them.
