Problem with backlinks

Hello All,
Recently I came across an issue that really made me thinking about how Google Treat Backlinks.
One website was using the service of a company regarding link building. The technique used by that company to build links is – purchasing high value expired domains, rebuild them and put articles related to client’s websites along with the link to them. This way the client site gets one way links with related anchor from related articles and from high value domains. The things were going perfectly. Certainly this particular website I am talking about is taking service from another company for link building (they are taking services from both of them). The 2nd company has almost 250 blogs, with Good PR. The 2nd company use articles and put contextual links to the client website. The only problem is sometimes the links looks spammy; for example 2-3 lines of post and without no reason the targeted anchor text was given with the link, means the links were given forcefully.
Now problem arise the 1st company is claiming –
“The client is purchasing spammy one way links from other company. If Google identify that, they will check all the backlinks of client website. All the paid links will be devalued and they can penalized the network of the first company as well.”
The network of the first company was suffered from the same problem previously and they are claiming that this type of activities was done by some other client that time.
My questions are:
1.Google can devalued the paid links, whether it is spammy or not; but I don’t think that they will review the other links the site has and will penalized those. This little confusing to me. If this happen then, any one can use some sapmmy service to their client to get them penalized
2.Suppose site A is having a network (where they have sites like A1,A2,A3,A4 …. A50), from these sites A links to Site B, C, D, E etc; site B is having spammy paid links from P,Q,R,S etc sites …… Now if Google sees that Google will devalued all the paid links of site B, but will they penalized the networks of A? I don’t think so.
I am little confused to hear the situation, hope will find some positive answers from here.
