Do you put content idea.or. link sources first?

Until now I have typically started with the content idea, and then tried to figure out who it could appeal to, etc.. Many times, I run into obstacles, because there just aren't enough link sources to get links from for a particular idea.

I'm wondering right now, if identifying link sources (e.g. same niche as your business but in a different region) as the first step of a campaign....and then looking at those link sources, trying to figure out what I could create to get a link of them.....might yield a higher ROI.

Do you guys typically brain storm content ideas first...or go out and identify all kinds of potential link sources, and *then* brain storm content ideas?
