Does ad position affect quality score?

We all know that ad position affects the CTR, and that the CTR affects your quality score.

The question is: is the CTR normalized for ad position?

If yes, then it doesn't really matter what my position is until I know the different ROIs for particular positions.

If not, it might pay to make sure to get a good position at first, and establish a high CTR so the keyword would get a high quality score.

Does anybody know the answer?

Yes, CTR is normalized for position when we are calculating your quality score.
