Adsense For Search - Clarification On The TOS About Linking

So looking at the TOS (See Below)..., #1 and #2

What if someone types a search result in the browser and by-passes entering anything in the form?

It's not modifying the the adsense code or hard coding as they mention.

But is it allowed if someone goes directly to a URL with a search result?

What if a bad actor sent you a bunch of traffic to your site with different URLS?

What do you think?

Query modification
Queries must originate from users inputting data directly into the search box and cannot be modified. This includes pre-populating the search box with terms or hard-coding direct links to search results pages.

Code modification
AdSense publishers are not permitted to modify the AdSense for Search code in any manner.
Publishers may not:

Pre-populate the AdSense for Search box
Create links to Google AdSense for Search results
Frame Google AdSense for Search results
Remove or alter the Google logo
